What You Need

  • At least three varieties of food in each of the four staple categories, vegetables and fruits, meat poultry and fish, dairy, and bread and cereals
  • At least one perishable variety in three of those four categories
  • A permanent fixed location with approved water and sanitation, an active Texas sales tax ID, and local health permits
  • Registration through the USDA Permits Online system and EBT equipment through a processor

What do I need to stock?

At least three varieties in each of the four staple food categories, with at least one perishable variety in three of them. We review your inventory against the standard.

Is there a fee?

There is no annual government fee for the permit. You do need EBT equipment through a processor, which we help you arrange.

What changes on April 1, 2026?

Lone Star Cards can no longer buy candy or drinks with 5 grams or more of added sugar or artificial sweeteners, and point of sale systems must flag those items as ineligible.
